Exploring adaptive re-use of a former commercial center for public safety
Bowen created conceptual plans on behalf of a private developer to convert a former big box discount store into a municipal justice center that the developer would lease back to the City. Bowen created a transformational design that reuses the existing structure while creating a state-of-the-art facility designed around best practices for public safety.
